Randy Roth is a tax, estate & business consultant practicing in the areas of tax preparation and planning for individuals, businesses, estates, trusts and non-profit organizations. He advises in the formation of business entities, corporate compliance matters, real estate holdings and non-profits—as well as in their on-going maintenance.
His focus encompasses the BIG picture, considering issues involving aging, asset protection, and estate planning. He provides advisory services to Trustees, Executors, and Administration attorneys.
In addition, Mr. Roth advises the real estate professional business owner, the real estate investor and the construction trades business owner in tax reduction strategies and compliance issues.
He is an owner and principal of Incompass Tax, Estate & Business Solutions, an Enrolled Agent, licensed by the U.S. Treasury and a Certified Senior Advisor. He has a Masters Degree with a specialization in Estate Planning and Taxation and has been in the tax business for over twenty-six years.
Mr. Roth has been President of the Sacramento Valley Chapter of the California Society of Enrolled Agents (twice) and has represented his Chapter as a Practitioner Liaison to the IRS in Sacramento. He assists his firm in representing clients in audit and collection matters before the IRS and FTB.

Owen S. Arnoff is a tax and business consultant with an expertise in tax reduction strategies and asset protection structuring for small business owners, real estate investors and real estate professionals. His diverse background and experience as a comptroller of various companies and his financial knowledge makes him uniquely qualified to advise and coach the small business owner through all phases in the life of their business.
Owen is the co-founder and one of the Senior Partners in the tax consulting firm of Incompass Tax, Estate & Business Solutions. In his career, he has prepared or reviewed more than 7,500 tax returns.
He is an Enrolled Agent and Certified Tax Coach. He is a Fellow of the National Tax Practice Institute. He has been a Certified QuickBooks ProAdvisor since 1999. He also serves as an expert on tax planning on AllExperts.com. He is a published author on successful business planning techniques and is a speaker on various tax-related subjects.
He is also the host of a weekly radio talk show, Tax$ense:Keeping What’s Yours, on Sacramento’s KTKZ AM 1380.
Owen was born and raised in New York and relocated to the Sacramento area in 1984. He has had a seasoned career in business in a variety of financial service fields, including insurance, real estate and securities. He was the Chief Financial Officer of a local franchise before launching his tax and accounting firm, Better Business Ventures, in 2002. In 2011, he merged Better Business Ventures with another Sacramento-based tax firm to become Incompass Tax, Estate & Business Solutions.
He is a member of the National Association of Enrolled Agents, the California Society of Enrolled Agents, the National Association of Tax Professionals, the National Society of Tax Professionals, the National Association of Accountants and the American Institute of Professional Bookkeepers. He currently serves on the board of directors of the Sacramento Valley Chapter of CSEA.

Manager - Business Entity and Individual Taxation
David Kasperik manages our business entity and individual taxation department. He joined the firm in 2012, adding his twenty years of finance, accounting and tax preparation experience to our team of professionals.
David is a graduate of California State University, Sacramento with a Bachelor of Science in Business Administration and a concentration in Accountancy. As a Certified Public Accountant, David has extensive experience in compliance and financial statement auditing in addition to tax preparation and financial consulting. With his background and professional skills, David is uniquely qualified to provide accounting and compliance services to for-profit, non-profit, individual, corporate and governmental clients. As a member of the California Society of Certified Public Accountants and the American Institute of Certified Public Accountants, he stays up-to-date on developing financial and tax issues to ensure we provide the best possible services. With at least eighty hours of continuing professional education every two years, you can be assured that the services David provides will exceed your expectations.
Outside of work, David enjoys spending time with his wife of twenty years, their two children, and contributing as a vocalist and instrumentalist to community and church music programs.

Barbara Tackett manages our Tax Resolution Department, assisting our clients and referrals from other tax professionals with IRS audit and collection matters. Her specialized credentials from the National Tax Practice Institute, along with her license as an Enrolled Agent, gives her the unique ability to represent taxpayers before the IRS and other taxing agencies.
Barbara also advises in tax matters and prepares tax returns for trusts, estates and individuals.
Barbara graduated from the University of Colorado in Boulder with a Bachelor of Arts degree. She worked for the IRS as a Revenue Officer for 10 years before going into private practice, She became an Enrolled Agent (EA) in 1991 and started a tax preparation and bookkeeping business. She joined the firm in 2003, and became a principal in the business in 2004.

Tax Resolution, Non-Profits & Tax Preparation
Ron advises in tax matters and prepares tax returns for individuals, trusts and non-profits. He specializes in representing clients and other taxpayers before the Internal Revenue Service and the Franchise Tax Board. His qualifications and work history give him the knowledge and experience to act as an advocate on the clients behalf. In addition to holding a license as an Enrolled Agent, he brings his 17 years of experience working with the Franchise Tax Board as a tax collector, auditor, and supervisor.
Another specialty of Ron’s is in forming exempt entities (non-profit organizations) and their on-going maintenance, compliance and advising their Board members.
Ron holds an MBA in finance from Golden Gate University and an undergraduate degree from the US Naval Academy. He served as a US Navy officer for 21 years, and retired from the active service in 1990. He has been an enrolled agent since July 2010 and has been with Incompass since December 2010.

Vince Lepore is a Certified Public Accountant (CPA) and manages our West Sacramento location. He brings over 30 years of experience in Finance and Accounting. He understands the complexities of the tax code and is a valuable advisor to small business and the individual. He has extensive knowledge and experience as a Chief Financial Officer and Director of Finance for multiple companies making him one of the most experienced in the area.
Vince obtained his degree from one of the largest private colleges in New York, Hofstra University. He holds the license as Certified Public Accountant in the states of California and New York.
Vince enjoys going on cruises in his spare time and spending time with his family.

Mr. Clemens graduated from California State University of Hayward with a Bachelor of Science Degree in Business, and has held the positions of President and Director of the Sacramento Valley Chapter of the California Society of Enrolled Agents.

Tina Arnoff is one of the principals of Incompass Tax, Estate & Business Solutions. She handles and is responsible for many of our internal financial functions, including accounts receivable, payable and electronic payments. She also cares for the bookkeeping for several non-profit organization clients.
Tina is well-versed in all areas of accounts payable, accounts receivable and banking. She has many years of experience working with QuickBooks and oversaw the accounts receivable for a Sacramento-based company with more than $3 million in annual revenue. She has held various positions in office administration and customer support for more than 30 years.
Nathan Kluth

Accounting Department Manager
Nathan Kluth manages our accounting department, overseeing accounting for businesses, trusts and estates. He also prepares our client’s business filings, including Sales and Use Tax returns, 1096 and 1099 information reporting forms, annual 571-L Business Property Statements, and more.
Mr. Kluth has extensive experience in keeping accurate, audit-ready books, including the accounting for a multimillion dollar non-profit organization with multiple entities. He managed human resources for a staff of over 50 employees, payroll and all areas of accounts payable and receivables.
Mr. Kluth’s well-rounded experience and knowledge allows him the ability to find solutions to the problems that our business clients encounter, including how to run their companies more effectively and keep out of hot water with the regulatory agencies.
Nathan is currently pursuing a license as a Certified Public Accountant and has been married to his wife Kelly for 2 years. In his free time, Nathan can be found hunting with his bird dog; fishing the local lakes; playing his saxophone; or training for his new hobby, competing in the Scottish Highland Games.

Sami Zones manages our bookkeeping department, overseeing the bookkeeping for businesses, trusts and estates. She has extensive experience in teaching business owners the tools they need to setup and keep accurate books. With 18 years experience as a Chief Financial Officer, she knows how to interpret a company’s financials.
Sami also prepares some of our client’s business filings, including Sales and Use Tax returns, 1096 and 1099 Information reporting forms, the annual 571-L Business Property Statements, and more.
Sami has been married 22 years and enjoys spending time with her family. She loves to travel the world, and is fluent in American Sign Language.

Payroll Manager
Laurie Strong manages our Payroll Department. She oversees the filing of quarterly payroll tax returns, the required annual filings and handles payroll tax issues; researching and resolving federal and state discrepancy notices, including the correcting of mistakes business owners make when trying to do it themselves.
Laurie eases the burden on our clients by ensuring that the quarterly and annual payroll filings are completed and filed by the most stringent of deadlines. She schedules tax deposits to make the process as painless as possible for our clients and less costly by avoiding the high penalties for late or missed deposits.
With close to 20 years of experience in human resources and payroll administration, Laurie balances multiple payroll cycles with ease and finesse. Many people would say she has one of the most important jobs; she ensures people get paid accurately and timely.

Corporate Compliance and Client Services
Mark R. Tubbs assists our clients in the formation, structuring, and maintenance of their corporations, LLCs, and other limited liability entities. He helps to keep our corporate clients in compliance with annual meetings, minutes, and other filing requirements. He also consults with our employer clients on Human Resources and employment issues.
Mr. Tubbs’ education and work experience give him unique qualifications for advising our business entity clients. He graduated from the University of Iowa with a Bachelor of Business Administration degree with a concentration in Accountancy. He then held various positions in state government including examiner of financial institutions and venture capital fund accountant. He has extensive experience in the construction trades and worked in HR management for one of the largest homebuilders in Sacramento.
Mr. Tubbs joined the firm in 2010, where he serves as executive assistant to the firm’s principals and provides other client services including tax return preparation.

Jesi Mowry is our client-care expert and manages the administrative flow of our office. She is a knowledgeable resource for our clients with her background in Trust, Estate and Probate administration (one of our specializations here at Incompass).
Jesi joined Incompass in 2011 bringing with her 10 years of administrative experience from both a tax office and a law firm. Her unique skill-set equips her to match a client’s need with the specialization of one of our advisors, according to the facts and circumstances of their case.
Jesi majored in English at California State University, Sacramento. She is now pursuing a degree in biology so that she may become involved in the research and education of infectious disease. In her free time, Jesi enjoys spending time with her husband and their two dogs.
Paulette Lamphere

Tax Return Assembly & Document Archivist
Paulette works mostly behind the scenes assembling our client’s tax return packages and archiving backup data into appropriate files for retrieval at a later date. She joined our firm in 2002.
Before joining Incompass, Paulette worked for the Contractor's State License Board for 23 yrs, the last 11 years as a Supervisor. She has been married for 51 years, has two sons and three grandsons.
Paulette devotes much time as a volunteer member of the Florin Rebekah Lodge here in Sacramento. She is currently Vice President of Rebekah Assembly of California. In May 2013, she is in line to be the President.
